1.1. The present rules of reception in the Moscow state open pedagogical university are made on the basis of laws of the Russian Federation "About education".

1.2. To citizens of the Russian Federation the opportunity of reception of education in high school on a competitive basis irrespective of a floor, race, a nationality, language, an origin, a residence, the attitude (relation) to religion, belief, an accessory (a belonging) to public organizations (associations), age is guaranteed; social, property and official position.

1.3. At reception MSOPU provides publicity and an openness of job of a selection committee, objectivity of an estimation of abilities and propensities acting.

2. Specialities

2.1. MSOPU prepares for experts in internal, internal - in absentia and in absentia forms of training.

2.2. MGOPU prepares for experts in the field of pedagogics on a wide spectrum of professional programs. The List of professional programs

3. Reception of applications

3.1. For reception of education in MGOPU on the places financed from the federal budget of Russia (in accordance with general practice and target), and also on additional places the persons having average (full) general (common) or average vocational training are accepted on a competitive basis.

3.2. In accordance with general practice on free-of-charge training the persons for the first time receiving higher education of the given level are accepted: citizens of the Russian Federation; citizens of Republic of Byelorussia; citizens of Republic of Kazakhstan; citizens of the Kirghiz republic.

3.3. On additional places (over the number financed from the federal budget of Russia) reception it is carried out on a contractual basis with payment of training by legal or physical persons according to the Order of reception on additional places.

3.4. Citizens of the foreign states (including citizens of republics of the former USSR), arrived in the Russian Federation for training in high school are accepted:
* according to the international agreements, and also the contracts (agreements) made by federal (central) controls by the maximum(supreme) vocational training of Russia with controls by education of the foreign states and other organizations, within the limits of estimated figures of reception on directions of federal (central) controls the maximum(supreme) vocational training of Russia;
* according to the direct contracts MGOPU providing a tuition fee according to the estimate of charges.
On a specialty of the restrictive list reception of foreign citizens is made only according to intergovernmental contracts, contracts, agreements.

3.5. Documents from graduates of pedagogical colleges of 2000, trainees on coordinated with MGOPU to curricula, are accepted on interview only according to directions of colleges under the special diagram. Interviews are spent from July, 3 till July, 10.

3.6. On in-service education reception of documents is carried out irrespective of a place of job.

3.7. At submission of the application acting show the documents certifying their person and citizenship.

     3.8. To the application for reception in high school acting apply:
* the original document of the state sample about average (full) general(common), average professional or average special education (together with applications to it(him)) or his(its) certified copy;
* six identical photographs 3õ4 centimeters;
* the medical information(inquiry) (the form 086), dated year of submission of documents;
* the documents giving the right on privileges, established by the legislation of the Russian Federation (for the persons applying at receipt on the specified privileges);
* the copy of a work-record card certified by the inspector of a staff department and dated on month of submission of documents.
     The copy of the document on education is assured under the showed (presented) original by selection committee MGOPU or when due hereunder (notarially).
     At transfer on the places financed from means of the federal budget, after end of introductory tests acting in the terms established MSOPU, represents the original document of the state sample about education. The entrants acting on places with payment of cost of training on a contractual basis, are enlisted on a copy of the document on the education, certified when due hereunder (notarially) or in selection committee MSOPU

4. Target reception

4.1. On target places reception is spent with the purpose of assistance to the state bodies and public organizations in a professional training for the decision of social and economic problems on the basis of contracts MGOPU with the state bodies and the organizations.

4.2. Target reception is carried out on the basis of competition among the persons directed to by name appropriate state and public body according to the contract on specially selected places, and obligatory delivery of introductory tests by rules of reception in university.

4.3. Persons, not past on competition on target places, can participate in the general (common) competition.

4.4. The target places, staying vacant after delivery of introductory tests and transfer, are given the persons participating in the general (common) competition.

5. Transfer in structure of students

5.1. To participation in competition on the places financed from the federal budget of Russia, entrants, successfully past introductory tests are supposed.

5.2. Transfer acting in accordance with general practice, on target places and on additional places is carried out on separate competition.

6. The order of reception on places with payment of cost of training

Reception on places with payment of cost of training is carried out over the established estimated figures of reception within the limits of the number determined by the license.

6.2. For acting on places with payment of cost of training the same set of introductory tests, as for the persons acting on the given program and a rate for training is established.

6.3. Mutual relation between MGOPU, on the one hand, and the legal or physical person, on the other hand, for reception on places with payment of cost of training is adjusted by the contract concluded on a voluntary basis. The contract is made out at submission of the application and documents on places with payment of cost of training.

7. The order of reception of the second higher education

The following order of reception of the second speciality is established:
the persons who have finished the state higher educational institutions or accredited not state higher educational institutions, irrespective of a structure of job, are enlisted by results of interview on 1 rate (with the reduced term of training).

Training paid. Payment is compensation to university of expenses for preparation of the expert.
